When Black voter turnout matches 2020 levels, those races flip or hold. When it drops below 2018 levels, they do not. This is not theory — it is arithmetic.
134 voter restriction bills introduced across 12 target states since January 2025. 28 signed into law. 19 currently in litigation. The suppression infrastructure is active and accelerating.
In the 12 target states, the median Black household wealth is 11 cents for every dollar of median white household wealth. Political power without economic policy change does not close that gap.
Black Americans represent 19.4% of the population in target states and hold 11.2% of state legislative seats. The underrepresentation is structural, not incidental.
