Electoral Intelligence

Voter File & Turnout Analysis

We analyze voter file data across target states to identify concentrations of Black voters, model historical turnout patterns, and project the impact of Black voter mobilization on specific races. This intelligence informs targeting, resource allocation, and strategy for the PAC and allied organizations.

Competitive Race Identification

We rate the competitiveness of federal and state legislative races in target states, with specific attention to races where Black voter turnout is decisive. Our race ratings incorporate polling, demographic data, historical margins, and candidate quality assessments.

Voting Rights

Suppression Documentation

We track, document, and analyze every piece of voter restriction legislation introduced across our target states. This includes voter ID requirements, registration restrictions, polling place reductions, early voting cuts, and mail ballot limitations. Our documentation supports litigation, advocacy, and public accountability efforts.

Voting Rights

Redistricting & Gerrymandering

We analyze redistricting plans for their impact on Black voter concentration and representation. Our work supports litigation challenging discriminatory maps and provides communities with accessible analysis of how district lines affect their political power.

Policy Research

Economic Equity & Conditions

We measure the structural economic conditions in target communities — wealth gaps, income disparities, homeownership rates, access to capital — and analyze how policy decisions by elected officials affect those conditions. This research connects Black political representation to material outcomes.

Policy Research

State Policy Landscape

We map the legislative and regulatory environment across target states, tracking bills that affect voting rights, economic equity, criminal justice, and education. This research informs both the PAC's endorsement decisions and Reconstruction Action's issue advocacy.
